A drunk driver pulled over by one of Victoria's highest ranking officers has boasted that it took police 20 years to catch him.

The 48-year-old Dandenong man was pulled over on Thursday night by Assistant Commissioner Steve Fontana, who had seen the man driving erratically on the Princes Highway at Dandenong in Melbourne's southeast.

Mr Fontana spoke to the driver of the Ford sedan and determined he was affected by alcohol, calling in additional officers to breath-test the man.

Police say the man blew 0.216, more than four times the legal limit.

He then told police it had taken them 20 years to catch him.

The man's licence has been suspended and he has been charged with exceeding the prescribed concentration of alcohol and driving under the influence.

He was bailed to appear in Dandenong Magistrates Court on February 3.
